The following is a brief history of the Outlook neighborhood:
May 1987 The Outlook Homeowners Association, Inc. is incorporated. 

May 2002 The Developer creates the Laredo Metropolitan District (the borders of which encompass the Outlook neighborhood)
June 2002 Commerce City approves "The Village" subdivision development plan - a 361-home neighborhood.
April 2003 The District issues bonds totaling approximately $4.7 million to finance the build-out of the neighborhood's streets, sidewalks, park, utility lines, perimeter fencing, open space landscaping and storm water drainage infrastructure.

 July 2003 The Community Declaration for the Outlook Community Association (i.e. CC&Rs) is filed and the lots in the neighborhood are annexed into and become subject to the CC&Rs. The CC&Rs empower the Outlook HOA to manage the common interest community created by the CC&Rs.

August 2003 The first single family home is sold by the builder (John Laing Homes). Between 2003 and 2016, John Laing Homes proceeds to build 157 homes in the subdivision, Capital Pacific Homes built 47 homes in the subdivision, Century Communities built 38 homes in the subdivision and KB Homes built 6 homes in the subdivision.
November 2006 The District Board submits a ballot proposal to the registered voters living within the District requesting voters to approve increasing the property tax revenue limit to fund District operations from $50,000/year to $750,000/year. The voters reject the ballot issue (9 "yes" votes to 45 "no" votes)
November 2015 The District issues $4.74 million in bonds at 2.99% interest to refinance its existing debt totaling $4.57 million at 7.50% interest.
 December 2014 LOKAL Homes begins construction on the remaining 113 undeveloped lots
 May 2018 Four homeowner run for election to the Board and win. This is the first time the District board no longer majority-controlled by directors affiliated with the land developer.
